On March 25, 2020, the National Governors Association (NGA) issued a memo that provides guidance on how governors can support and protect the energy industry during the COVID-19 pandemic. The NGA memo addresses three issues Governors should consider in supporting continuity of service by energy providers, including (1) ensuring critical energy infrastructure employees can be identified and credentialed in the event of a shelter-in-place order; (2) providing priority access to critical energy industry employees for testing, personal protective equipment (PPE), and cleaning supplies; and (3) providing access to waivers for fuel carrier standards and Commercial Driver’s License (CDL) requirements to help energy providers move critical utility supplies during the crisis.
